AC outdoor unit fan not turning

Came home today to find AC running but it was 86 degrees. Realized fan outside was not turning and there was a burning smell, like a hot motor smell. Any ideas of what this could be?

Sounds like the outdoor fan motor is defective. Replace the motor AND get a new capacitor for that motor. Never reuse the old capacitor from the old defective motor.

Thank you. Have someone coming to look at it in the morning. Any ballpark estimates of how much it should cost to replace and install?

The unit is a Concord. With the air conditioning on the inside furnace fan turns on but the outside unit fan won't come on and it blows warm air in the house. If I spin the fan blade with a screw driver the fan turns on.
