Medicare Supplement for under 65

Been searching fro 9 months for an affordable supplement. Nothing available if under 65 under $275 a month. I do not quality for medicaid but still cannot afford the monthly premiums available. I am now 60 years old on medicare due to a disability. I live in Lake County, Indiana. For some reason if I lived elsewhere in the state, for example, southern IN I would be eligible for various plans. Why is that? Can you help?
