How long it takes to be approved for fidelis health insurance
I applied for fidelis health onsurance since November 2009, and 3 months later still I did not get any answer , even not negative. So, how should it take from them to review my application?

They should have made a decision by now. Have you contacted them to see what the hold up is? Call and just say that you want to check into the status of your application. They may be waiting on you to make your first payment.
