It's best that he be seen by a doctor to rule out any STDs. It could be a blocked gland or something more serious; but a doctor will need to examine him.

He should be prepared to tell the dr:

How long it's been like this
How often it appears
If it's painful
Is this the only one or are there other bumps

i wwould have to say that your husband needs to go to the doctor and get a check up to rule out any serious or possible STDS.
