hair dying with a band of color?

hi, this is my first post here. my name is jess. a while ago i dyed my naturally dark blonde hair black, it's been a while so it's faded and my roots have grown well in. i missed a few spots so i also have a few reddish brown spots. i wanted to know, how can i get it all the same color? i'm looking to do a reddish blonde color all around but i know if i bleach the whole thing, my roots will be practically white while the rest orange. do i need a color lifter? i just need to get it all back to the same color.

basically, it's dark blonde on the top, and dark brown the rest. with a few lighter spots. help meee!?
