there are federal grants setup for ex felon's you just got to go through the red tape to get them if it was easy everyone would be doing it but here is the link to where to start Employment and Training Administration Grant Officers
If you are wanting a grant to set up a program for ex-cons, training programs and half way houses, that is where grants are, on the local level. Grants to give money to the offender are rare.
