    This sounds like a term paper, and would take a book to answer.
    You can start with poverty, which is at the root of much that goes on with racial disparity. In this case, they can't afford their own lawyers, can't afford bail, they don't have two well dressed parents eagerly offering to take them on recognizance, and so on. Do the research.
