Assuming this is home work I will take exception with the question, since I do not believe they felt that people being iliterate had anything to do with it, It was more an issue of unequal population and making things equal for various states.

Beyond that you need to go back to your book and read for your answer,
a Clue what group elects the president ?

yeah it wasn't illiteracy as much as trying to protect the property owner.
