born in France to an american Father

I havea friend who's American Father was working for the Secret Service in France when she was born to her French Mother. She has been told she could be deported to France and was brought here in 1962 .. she was born in 1961. She has never been to France. IS she considered an american citizen? She has even had her drivers license revoked due to the citizenship issue,, P.S. She has 4 american children and married to an american.
any help would be appreciated.

Just read your post i was born to a american in the navy and my mother was french {corsican} in nice france, like your friend i have dual but haven't applied for my french passport etc, when i was 21 they the military wanted me to go into the military since you must report at 20 but fortunate for me i had a cousin who work in the goverment and new some one high up in the miltary and got me off, by that time i was living in southern cal, i would like to get a french passport and since my daughter was born here bust since i am a french citizen does that make her french also???
