toddler intelligence testing in district of columbia

i have a 2.5 y.o. daughter who was born after the cutoff date for schools, both public and private. i'd like to get her testt\ed for a variety of reasons, including to strengthen my case for her to be admitted to school even though she will be younger than 3 y.o. [she's in preschool now]. There are no problems with her level of maturity or emotional stability. she's at about a 4 y.o. level in her verbal and emotional capabilities. can anyone help? how do i go about getting her tested?
