Twin bagger only catches grass in one bag

I bought a Troy-Bilt Bronco Model J609 (13AJ609G766) from Lowe's in 2005. When I asked for a twin bagger I got an MTD Arnold OEM-190-180 FastAttach Twin Bag Grass Collector. The grass is only caught in the left bag. Did they sell me the wrong bagger or what? Thanks, and bless, anyone for their help.
