tomato agrden prep

I WAS CONSIDERING GETTING AN EARLY START WITH MY TOMATO GARDEN, HERE IN THE NEW YORK CITY AREA, BY TURNING IT OVER AND ADDING A MANURE TO THE SOIL TO BE TURNED IN AT A LATER DATE. DOES THIS SEEM REASONABLE, DO YOU HAVE ANY PARTICULAR SUGGESTIONS?

I would mix in a compost mix into the soil instead of manure. Add manure to the top 1/2" of the garden.
