Cement Walkway with Flagstone Pieces Mixed In

I will be installing a front walkway that will be a mixture of cement and flagstone. Is there a recommended adhesive that should be used to better ensure that the flagstone bonds to the cement? My current plan is to add the flagstone after the base layer of cement starts to set. Thanks!
