I hope I am in the right forum. I would like to create a game. I was wondering, does anyone know the layout for creating a game? What questions should I ask myself while doing the initial set up of characters and such?

I would like to make both a board game and an interactive computer game. BoardBoss was the only program I knew of to do this rather inexpensive (free for teachers). The owner nolonger maintains things, and it is nolonger active:
