GTA San Andreas - CPU overload.

hello, i was wondering if you could help me please? I have installed GTA SA on my computer (which i have split into xp and vista) on the xp side, and while it will install and gear up fine, it is extremely slow when there is a lot of processing to do - mainly looking into the distance or during really active situations. It is fine if you look at the ground and run around - very smooth and top end graphics, but look into the distance/ middle ground and it judders and is slow. I ran a test which showed that my cpu usage went through the roof when i played the game - which i think is unusual, and shouldnt happen with specs like mine.
Here they are -
Dell Inspiron 531
AMD Athlon 64 X2 Dual Core Processor 5000+
1Gb RAM DDR2
DirectX 9.0c
Radeon 7000 series (0x5159)

I know the graphics card lets it down (for now) but it shouldn't be juddery at minimum display settings should it, as i can get the highest settings - but have to look at the floor in order to run around smoothly!
