Originally they were to give posters an idea of the quality of the advice that was given, but the people who have been here a while, really don't care about the greenies as much as they are trying to give good advice for free. They are called rep points, and as you say there are rules to follow about giving them. I'm sure you have gotten the screen that says, you have to spread the rep before giving it to this person again. The best approach is to evaluate the answers you get for yourself, and give the best advice you can give, and let the chips fall where they may.
Either everyone doesn't know, or they aren't understanding my question. Let me rephrase it in more technical terms: How many positive/negative comments = 1 bar? How many positive/negative comments = 2 bars, etc.? What is the equation for bar generation?
