It mean that the person has turned off the display of their reputation squares.

It appears that all the green dots one earns turns into a purple one at some point in time. I'm just wondering at what point.

If a new user has a purple/ble dot it means they have a - neg rep and cant leave any other colour than purple for others.
Ben has a purple dot because he has turnt his rep off as i said only admin or mods can do this.

Excon, NeedKarma is dead on there.
I have disabled my rep as I'm on a crusade of sorts to weed out lazy N00bs.

problem with that is I get alot of RED rep's and I don't really want to have them displayed.
