how do you insert a comment

How do you insert a comment, when there is no 'rate this answer' and just a 'quote user' I have looked everywhere and can't find an answer.

Maybe it is just so simple and I am not computer savvy.

But I have seen numerous times people putting in comments when there wasn't a agree or disagree place, only a 'quote user'
mainly on the member board. just recently on JMjosephs thread on 'How did YOU find this sight' EDIT
