Rigor Mortis Measure

I need help in interpreting an ME report on what I believe is a murder/suicide. For the body of the murder victim it says Rigor is 2+. For the body of the suicide it says Rigor is 3-4+. How does this indicate time of death? I'm trying to determine if the body of who I think is a murder victim died first.
