What is the position called for the football player who holds the ball for the kicker or punter?

He's called the holder. Any player may assume this position when the ball is being kicked.

There is no name for the player who holds the ball for the punter because that only happens when it is very windy and the ball won't stay on the tee. The position for the player that holds the ball for the place kicker is simply holder or place holder.
