I have to side mostly with Tickle here. While I agree that her answer was short and direct, it was a valid answer. What I disagree with in Bossman's rating was the criticism without his own comments. I wouldn't have any problem with it had he posted a response that contained more information.
And what's wrong with criticizing a rating that might not be appropriate? If someone provides a rating, the should be willing to back up that rating. That's part of why a comment is required when posting a rating.
