state of fl reduced child support payments w/o notification

I was awarded back child support to be paid for a child who is over the age of 18. The amount of payments was decided in court to be $41.54 wkly. the payments have now been reduced/stopped by the state of florida child support enforcement office. when i contacted them they are stating they decided to begin recovering the AFDC (aid for dependant children) that was paid to me while my child's father was incarcerated. Are they NOT obligated to notify me in writing when they decide to do something like this?
i have no idea HOW MUCH money was paid to me and during WHAT period of time I was receiving those funds. Do I have legal alternatives? Do I have to hire my own attorney OR can i fight this through the child support enforcement dept. They are telling me I can get an attorney. This CANNOT BE LEGAL WITH NO NOTIFICATION!
