Hi, I live in Georgia. My exhusband and I separated in 2005 and divorced in 2006. We have one daughter together. He agreed to sign the divorce settlement. As per the decree he is to pay 300.00 a month support of which he has never made a payment prior with the settlement or the decree. Per the decree we have joint custody (I am the tie breaker) and he has every other weekend visitations. He has not paid any support. It is difficult to find him for his family does not know an address or phone number. (Only twice last year I saw him during a pop up visit, he says he is traveling between Georgia and New Orleans for work. He did send my daughter four gifts for Christmas, but virtually no other contact with my daughter. How do I go about getting total custody? Is this consider abandonment? I attempted to file for child support in the county which I live, but they are unable to serve him without an address. Also I am considering relocating to another state and how would this affect my custodial rights if I don't have his permission?
