She's in New Brunswick, Canada.

There is no easy answer - as in a lot of the US it's by Statute (except in Canada there are Federal guidelines, not Province guidelines). There is a table on the Internet but those figures can vary by circumstance. Only an Attorney can be more clear - I think.

(It's pretty much about income, not about outstanding debts or every person who didn't want to pay child support would rush out and buy a new car.)

Something is amiss here. Its impossible for anyone to survive on $0 income. Let alone support 3 children. Are you receiving aid at this time from a government agency ? If you are then they may be able to assist you or they might even be collecting Child Support from your ex already. You need to find that out first. If they ( the government ) are chasing after him then I dont believe your entitled to a separate action. Again check with your local agencies and the courts that have issued CS orders and if none are in place ask the agency for assistance.

JudyKayTee agrees: I missed the no income but child tax credit part. Doesn't change my advice but I read right past it.

This is looking confused - is $1100 a month cash in your pocket? I don't understand (of course, I'm not in Canada)
