new york child support

how is it that the state bases child support on a pre tax amount?
if im required to pay 17 percent of my gross salary, fed and state take
33 percent, and then when i do my taxes and get back less then 1 percent
of what i was taxed on, the child support figure ends up being 30 percent
of my net amount, or 29 percent, how does this law make sense ?
