Take all rights from my kids dead beat dad

I have been divorced for years. My ex has not made any attempt to see his kids or give me a dime since may of 98. Our divorce was final in July of 98. How can i feel safe that if something were to happen to me my children would not be given to him. he is violent and abusive. in our divorce papers he is only allowed visitation under supervision. I would never want my kids to have to go and live with him if i were to get killed in a accident or something. Please tell me what would be the cheapest, but best way to do this?
