Need to know rights to my 14 year old sister.

I live in the state of Wisconsin and I am trying to see if I have rights over my 14 year old sister. She has ran away already and begs me most nights to sleep at my house..I moved out of my mothers when I was 16/17 because of the environment , I had alot of problems and being around my mother didnt help none, my sister is starting to have those problems and most of them are because of the living situation she is living in. My mother is mentally abusive and verbally. My sister will sit and cry or not go home because she doesnt want to be around my mother or our younger sister.
I have talked to my mother about giving me care of my sister and she said she would think about it and she told me that if my sister moves in with me it would only be for a month and she would control everything she does no matter where she lives. She also said that if my sister doesnt start to act right she is shipping her off to live with her father. But the thing is my sister would rather live with me than her father! My mother said she will NOT sign over her rights and she dont think my sisters father will either......I need to get my sister out of there before she trys killing herself again or runs away again. my sister has even asked my mother to let her live with me even if its for the school year so she can get her grades up and everything but my mother says no because she wants the control!!!

Any ideas, yes I understand I would have to go to court but is there anyway I can handle this with out going to court or something?

Have your mother sign a paper saying she gives her permission to live with you for the one month so that she can't accuse you of keeping a run away or anything like that. Then as soon as she is with you go to Child Protective Services (or whatever your state calls them) and tell them the abuse your mother has caused both you and your sister and that you want to file to be her guardian. Hopefully, they will not send her back to your mother in the meantime while they make their determination since she would probably make her life worse knowing the two of you did that. If they try to it might be better for her to go to her fathers until it is all settled.
