Frustrated Father

hi
i live in Nova Scotia and i have 3 children. My ex-wife has Primary day to day care of all three, and we have a current order stating Joint Custody. My access to my children is every weekend. We have been apart for several years, and the kids ages are 14,13, and 11. I pay Child Support each month.
My problem is that i have recently found out (through my youngest) that my oldest Daughter has made complaints of Sexual Assault about my ex-wifes boyfriend. There are allegations agianst him now and an investigation is on going. Social Services are involved and the kids and their mother have moved into different house......but continue to go to boyfriends place.
The oldest has now started to run away and stay at friends houses and not only am i getting frustrated with this whole allegations thing(taking way too long). But im also paying Child Support to her when not all kids are living there.
I realize the obvious....go back to court, but as things are now, oldest daughter will not speak to me and i will be taking a huge risk of not seeing the other two kids because it seems when i show my concerns and voice my opinion over kids....my ex with-holds my access.
My questions are...when does a child reach an age to make decisions on where to live and those things? At what age does Child Support go directly to child?
If anyone has any suggestions or comments it would help a great deal.
