How can I throw an adult child who will not follow rules of house and just want to waste his life away

A.
1. Child is gone out of home
2. change the locks
3. don't let child back in.

B.
1.tell child to be out in one week
2. do A above if child is not out

C.
1.Pay for one month rent at some flop house for child for one to two months
2. Do A and B above if child will not do C

Unless your child has signed a lease, he is not a "tenant", so has no specific legal rights to be living there. He is a guest. Therefore you can simply tell him to leave and change the locks as Fr. Chuck mentioned.
