Does an aunt have rights?

I have a sister who is essentially dependent on the help of my elderly parents to support her and her children--my parents enable her dependence therefore creating a situation that is providing the basic needs of the children, but does not ensure that anyone but my sister/their mom can just take the kids--my parents continue to enable the situation due to the fear of my sister taking the children--My sister does have some drug dependency--mostly prescribed and I think mild bipolar disorder-and has just enough control over her life for nothing tragic to happen and get the courts involved! Everything is in limbo with no security and protection for whats best for the children. I am an Aunt who has tried to do everything to get through to my sister and her circumstances --and now I have elderly parents who tire easily in taking care of the children---I want to ensure the kids have what is best and I think my sister would have left them in my care while she did her stuff, but I would not enable her behavior---so she runs to a comfortable, enabling, dependent environment where she can get just enough help, an automatic babysister/caretaker, and able to maintain just enough of a relationship with her children to stay attached. Where would I begin legally---My sister has one 10 yr old child where the father provides no care and support-legally or otherwise and the grandparents on the fathers side are caring for this child during the school week; my sister has another 3 yr old child-from a different father-who has never even seen the child (actually-???paternity testing never done)--this child is the one who lives with my elderly parents and where my sister resides some of the time?? where to begin????
