Child abandonment

My fiancee is haveing a hard time with her daughters fathers mom. She wants to be in the granddaughters life but she is crazy. The father hasnt seen his daughter in a year. What is the lenght of time that has to pass to be considered abandonment ? For my fiancee to get the dads rights canceled. Thanks
