Can a father with no access request access?

I left my child's father the day I got out of the hospital from having her, a few months later I took him to court for No Access, Child Support, Sole Custody and a Restraining Order for both the said child and myself. The judge granted me everything except the Child Support because he didn't have a job at that time. The Restraining Order is No Harrassment, No Molestation and No Annoying, and is ongoing. He makes up phony email addresses and adds me to his MSN and threatens me that he's going to take me back to court and ruin my life for what I have done. And gets his friends to add me to their MSN so that they can get information from me and give to him. I was granted everything because he didn't show up at the court date and he didn't contact his lawyer whom asked to be taken off the case because of no contact. He told me that one day when I least expect it that he will take me back to court and get the judge to grant him access and when he does, that he will run away with our child and we will never be able to see eachother ever again! Now I have been told that the judge in extremely rare cases orders No Access to the father..and if it has been granted, can it be taken away so that the father could see his child again? I would like to move back to the city where our child was born, but am afraid that he will make our life hell because he would be living so close. What can I do here?
