driveway work

I live on a gravel road and have a circular gravel driveway. One side of my circle has so much weed coming through, and is considerably lower than the other side of the circle, so I plan to put more gravel on it this week.

A friend mentioned that I should consider laying the weed stopper sheets before putting the gravel down, to prevent the weeds from shooting through. Is this recommended or discouraged?

Question 2: I'm considering, after I put down the new gravel, spreading a bunch of the powder (U-MIX-IT) cement over the gravel and showering it with water. the hope is that this will give me a good solid surface. Every winter, I use a full-sized antique tracter & blade to push the snow off my driveway, so every spring I end up with more gravel on the side of my driveway. I'm hoping this will minimize that problem. Thoughts?

...choosing a small round gravel for the bottom layer so as not to pierce the weed stopper sheets.
2. How do you intend to mix it after spraying? Better idea to mix it before throwing it down otherwise you'll just spray it away (dilutes, doesn't mix...sand may end up being the top layer) into its sub-parts.
What's wrong with tar?
