Cinder Block Exterior Walls

Hi and Help
We bought a cinder block home 4 years ago. The home was built in 1998 and was painted on the exterior.
The exterior has green spots and seems shadowy in some areas. I think it needs painting again. We are having some issues with humidity inside the house but no mold on the walls. We live on the Texas coast so humidity is always high here. We did replace the windows and doors to remedy the intrusion of humidity.
I am from Europe and when we have exterior block walls like we have here I always saw them put a black waterproofing paint on the outside before putting on paint or stucco or any other finish. I am concerned and confused as to what the proper treatment is for exterior cinder block walls. It seems very hard to find any kind of information on the web regarding that kind of building material / question. Can anybody help me?
