I Am A Born In Germany On A Us Army Base . My Father Is American And My Mother Is German . Can I Get A German Passport With A State Department Birth Certificate?

You can get a dual passport because your mother is german, but as for being born in germany it wont make any difference because you were born on an army base which is essentially american soil.
