Okay --- I have been bet that I cannot find the answer to this riddle... I need you all's help!

Here it goes:

WHAT IS ALWAYS TALKING WITH NOTHING TOSAY,SILVER AND ROUND ON BOTH ENDS,AND YOUR BEST FRIEND WHEN THE LIGHTS GO OUT?????

My first guess was -- battery --- eh, I was wrong...

Second clue:

IT GOES UP,IT GOES DOWN,PLUS ITS ENOUGH TO GO ROUND AND ROUND!!!!!

HELP!!!!!!!!

yeah my guess is money (coins)

What is always talking with nothing to say? - "money talks"
Silver and round at both ends - silver coin
Best friend when the lights go out - money.. self explanatory?
It goes up and down - money balances fluctuate
enough to go round and round - "money makes the world go round"

..but you know that just seems way to simple and easy
