Not All Messages Received in Outlook 2003

There is a message in Outlook 2003 that appears in the lower right
corner which tell the progress of send/receive. (it might say 75% complete,
for instance, or how many messages are being/have been received).

Lately it has been saying "receiving message 1 of 2" or "receiving message
2 of 3" but when the send/receive is completed, I do not have that many
messages in my inbox.

Does anyone know what might be causing this? Am I not receiving all
messages, or is the program miscounting how many messages there
are?
