Click START > CONTROL PANEL > REGIONAL & LANGUAGE OPTIONS

Under Regional Options click Customize

Make sure to set the effective long date format to: dddd, MMMM dd, yyyy, where, dddd means Days of week, MMMM uses the word for a month (like June) instead of a number.

Now restart Outlook and see if that fixes it.
