dbx file (Windows Mail) transfer to new laptop

I used Roxio's Back on Track in an attempt to transfer data off of my old XP to Vista laptop. The Windows Mail dbx files for Outlook Express do not relocate to the inbox and are unreadable when opened.

I also have a backup on Western Digital Passport external drive. When connected to the new computer, it wants to 'sync' the data - when I just copy, it only copies the email folders but not the data. Anyone have an idea of how to get the data off my old laptop to the new one? Windows Transfer won't work.
