To the nearest 1/2 inch? Usually, if it's exactly half way between the nearest half inches, you round up. In this case, if it were slightly less than 2 1/4, you would round to 2. Since it is exactly half way between 2 and 2 1/2, you round up to 2 1/2.

If it is to the nearest 1/s inch, you do the same. Pick the closest multiple of 1/s. If the value to be rounded is exactly half way, you round up.

By the way, there's something called "bankers rounding". Because it causes problems to always be rounding up, they do things slightly differently. This is from Wikipedia (Rounding - Wikipedia, the free encyclopedia). This is, of course, assumes you're using decimal fractions.

    * Decide which is the last digit to keep.
    * Increase it by 1 if the next digit is 6 or more, or a 5 followed by one or more non-zero digits.
    * Leave it the same if the next digit is 4 or less
    * Otherwise, if all that follows the last digit is a 5 and possibly trailing zeroes; then increase the rounded digit if it is currently odd; else, if it is already even, leave it alone.
