I have an external halogen lamp on a PIR sensor that used to activate on movement. It is now permanently on and the switches that control sensitivity do nat affect it. How can I reset it?

I have replaced the bulb in my halogen ceiling light fixture but cannot get the assembly back in it's housing. This is the first time I have replaced the bulb. I saw a similar inquiry on this site but have been unable to find thr answer

OK -i have a problem.. I have a electrical box with 2 single pole(I believe)switches with one switch(left )has two black wires and a ground which I'm not sure what it controls what outlet in the room and the next switch(single pole?)with a red wire and black wire(hot?)going into the switch.Both...
