Would there be any cost savings between 110v window a/c vs a 220v window a/c at the same BTU rating?

It would be minimal but would depend on the BTU's. 220VAC draws half the current as the 110VAC unit and this means less drop (loss) in the wiring.

Look at the SEER ratings. For comparable models it should be the same. For the same size wiring, there would be a slight reduction in line loss with what should be closer to 240 than 220 volts. I think unless you hard wire it, and maybe if you do, the 240 would require the more expensive 3 conductor cable for a 240 outlet. You might not recoup the extra expense over the life of the A/C.
