The top two lugs on the meter and breaker are Line, the bottom are Load. The two hots from the street connect to the Line of the Meter, the two hots Load from the meter connect to the Line of the breaker, the two Load of the breaker connect to the main lugs on the panel.

The two whites in the meter connect to the neutral lug in the meter, which is bolted directly to the steel can .The two whites connnect to the neutral lug in the breaker. Here is whre you drive the green screw provided through the neutral lug into the steel breaker can. Also at this lug is where the bare going to the panel, and the #4 copper wire going to the water ground and ground rods connect.

The white connects to the neutral bar in the panel, which is insulated from the can. Do not drive a green screw into the can here.

The bare connects to the equipment ground bar bolted directly into the panel can.

All branch circuits white connect to neutral bar, and all greens and bare ires connect to the ground bar. Never the two meet again beyond the main breaker.

Also be sure to use anti-oxidant compund on each aluminum wire connection and properly torque each connection.
