2 Light system, 1 works fine, other filiment shows juice going to it

I have 2 Winterlight II 52 inch fans. have had for 10 or so years and finally decided to put them up. There are 2 pull chains, one for the fan and one for the lights. There are 2 sets of lights, an upper set of lights I expect you'd say are decorative type as their purpose is not to emit seeing light, rather emit very low light from the top of the fan. They are encased in glass. The functionional lights that are designed to emit the seeing light, they are located below the fan blades. The fan works fine. The upper decorative lights work fine, but when you pull the chain to turn on the functional lights, the filiments of the 5 bulbs show there is power going to them as they are faintly lit but they don't turn on to the point to emit light.
