How to become MCSE learning / testing center?

Hi all,
I am woking in an educational institute. I want to make my institute a MCSE learing center as well as test center. I don't know from where should I start. Whom should I contact first? Please help me

alright, but how can i contact them, I have tried sending emails 2-3 times but they did no reply. Do you know the specific email address of Microsoft for this purpose?
