I just got a Queenlands Heeler. He is 10 weeks old is very sweet but he is also very stubborn. He simple lies down when I put his leash on to go for a walk. I put the collar for several hours before attempting our first walk then took a supply of treats to reward him but I never got a chance he just laid down. Frustrating.

Try letting him walk around with you inside the house while wearing the leash. That way he gets used to it and used to it being on. Getting him to come will be necessary before he can walk with you. Work on that first.
