Sheltie won't walk on a leash

My sheltie just turned two years old and we cannot get him to walk on a leash. We tried everything, halter, letting him sit there for a couple hours, food, nothing will get him to budge. Any suggestions?

Take him out somewhere strange where there is no traffic and you can have him off leash. Select the place carefully. You may have to hunt around, or drive out to a little used state park or forest. Start off with him on leash. If he refuses to go, walk off and leave him. Most dogs will be very upset being left alone in a strange place. If he comes running after you, pick up the leash, and praise him. Make a big fuss over him. Continue walking. If he stops, walk off again. The combination of being left behind and praise should get through to him.
