puppy wont walk on a leash

How do you get a puppy to walk on a leash. He is very scared of it. I have attached it to his collar and let him just walk around with it dragging behind but that hasnt helped his "fear" of the leash. He just won't budge. I have tried to give him treats also to get him to walk. STUBBORN!! He is 11 weeks old. thanks

Best thing is to coax him from in front. Also try running in baby steps while calling heel, heel, heel in an excited voice. If not of that works, indoors or in a fenced area, you can walk off and leave him. Puppies see being left alone as terrible. When ever he moves at all using any method, praise him. Some puppies may take quite a bit of work. It may be easier if you start younger.
