Has your dog had any experience with leashes before? Is it that he pulls or refuses to walk?

All of our dogs have been pretty good, just put the lead on them and within a few minutes they got the hang of it but if you are having trouble try this:

Getting used to something around his neck
If the lead bothers him try putting a collar on him, just for a few minutes at first so he gets used to it then leave the collar on for longer and longer.
Once he's used to the collar, attach a short lead to it and let him drag it behind him so he gets used to having pressure on the collar.
It takes time but eventually they get used to tugging on the lead and won't throw tantrums.

Walking with you
If he is fine with having a collar around his neck but doesn't want to walk on it, treats are the best way. Just crouch down at full leads length away and coax him forward with treats, gradually pulling on the lead more and more each time.
