Without a crate? It is going to be challenging. But I think it can be done. :)
I would limit fluid intake after a certain time of day. Make sure you are taking the dog out and not coming in until she has done her business. Then give her lots and lots of praise. Maybe a small treat to go with it.

May I ask why you don't want to crate train the dog?

I never used a crate to train my dog,I used this spray that you spray on newspaper an the smell is similar to wee! They recognise the smell so then do there business on the paper, you then gradually move the newspaper to the back door,an they'll soon learn that they have to go outside.
It won't work with all dogs but give it a try,I'm trying it out on my new puppy now so fingers crossed.

I currently have a 3.5 month old rottie I personally suggest you get a crate and start from there.. even if you can borrow one and give it a days try out and see how it works for you.. remember if you teach your dog or puppy to do it's business in the house and then praise it, it would rapidly learn that what its doing is the correct thing to do and eventually you will get fed up and it becomes more difficult to break that type of habit.
